Reeks of focus groups, not real life experience with our customers.&lt;/p&gt;</description>

Section 1. The five (5) National Vice Presidents,&lt;br /&gt;
one (1) from each region, shall co&#45;chair the Membership Committee and shall assume such other duties&lt;br /&gt;
and responsibilities as assigned to them by the&lt;br /&gt;

Section 2. The National Vice Presidents shall&lt;br /&gt;
coordinate activities of the Area Vice Presidents and&lt;br /&gt;
shall be the chief liaison officers between the Association and the USPS area office in the regions they&lt;br /&gt;

Section 3. The sixteen (16) Area Vice Presidents&lt;br /&gt;
shall be responsible for membership, grievances and&lt;br /&gt;
other problems of the members in their respective&lt;br /&gt;

and local branches and provide proper and adequate&lt;br /&gt;
representation in all matters of concern to the membership within their areas. They shall report to their&lt;br /&gt;

Next year is yet another chance to vote and speak out, we have a constitutional resolution number 26 to address the roles that the officers play. Personally I am discussed that I have to take on the role of Branch President and the duties of the VP&#8217;S BECAUSE lack of assistance, communication. I have to battle with the local post office all the way to the area because it seems to be a secret goal of many officers to not follow Article VII , You cant get responses , your appeals sent up, or a phone call response.&amp;nbsp; I have watched my Branch go from almost 70 plus  members to under 50 due to the job losses , But I find I am battling more to protect my branch members rights and I keep saying CAN I GET SOME HELP HERE.. We need a constitutional change and ethics change. Our voices need to be heard. I should not have to call Louie 90 % of the time because no VP WILL RESPOND. I can&#8217;t get my VP&#8217;S TO answer questions but Jay was at least willing to come to my small branch and speak, when the Regional VP has not in 3 years. Brian will take the time to give information that my VP should know. I get the best support from the residential officers and Staff. I have even got questions answered after having to call a retired VP OR A VP ON THE west coast. I have watched NAPS for 20 plus years and we are a sinking ship. Our members are tired of being misused, bullied and harassed. Branch officers are tired of not getting the support they need. Not sure if it&#8217;s a women thing but it&#8217;s getting old.       <description>&lt;p&gt;I&#8217;m working 6 days a week.&amp;nbsp; I refuse to add the 7th.&lt;/p&gt;

&lt;p&gt;I&#8217;m working 10, 11, 12 hours a day.&amp;nbsp; I eat supper every night around 8:30/9:00.&lt;/p&gt;

&lt;p&gt;I cannot go any faster, nor can I do any more in a single work day.&lt;/p&gt;

&lt;p&gt;I requested this Saturday off.&amp;nbsp; I work (or used to) with a youth group.&amp;nbsp; One of the young people has been honored with a National Leadership Award.&amp;nbsp; He asked me to present it to him.&amp;nbsp; &lt;/p&gt;

&lt;p&gt;The PM said &#8220;Sure, no problem&#8221;.&amp;nbsp; I made the plane reservations.&amp;nbsp; This morning, he said &#8220;Sorry, I have something to do on Saturday&#8221;.&lt;/p&gt;

&lt;p&gt;I am done.&amp;nbsp; I am finished. &lt;/p&gt;

&lt;p&gt;Obviously when you’re in the CSSOM &lt;span style=&quot;color:red;&quot;&gt;&#8220;RED&#8221;&lt;/span&gt; the goal is to move out of it. However, if you perform the work, and you don&#8217;t receive the credit you think you should receive, it’s very difficult to move out of the &lt;span style=&quot;color:red;&quot;&gt;&#8220;RED&#8221;. &lt;/span&gt;I was informed that under &lt;strong&gt;LDC 43 Allied time, &lt;/strong&gt;it&#8217;s a fixed number multiplied by the amount of routes you have in your office which provides you with the total &lt;em&gt;&#8220;EARNED TIME&#8221;&lt;/em&gt; for this task, &lt;em&gt;for the entire day&lt;/em&gt;. This is what I&#8217;m being told. &lt;/p&gt;

&lt;p&gt;&lt;strong&gt;Therefore, if what I&#8217;m being told is accurate, then this scenario may be true? &lt;/strong&gt;&lt;/p&gt;

&lt;p&gt;If two offices of the same level (say level 20) with the same amount of routes, receive different mail volumes, (office A is a heavy mail volume and office B is a low volume office) then the formula currently being used is not a fair evaluation, in my opinion. Because while office A may receive ... 3 Hampers, 2 wire cages, 2 Post Cons and 5 Pallets of catalogs that need to be spread on a Monday to the carriers cases, and office B receives 2 Hampers, 0 wire cages, 1 Post Con and 0 Pallets of catalogs, they both receive the same time factors for daily &lt;strong&gt;&#8220;EARNED CREDIT.&#8221; &lt;/strong&gt;Therefore, Office B is able to perform this task under LDC 43 Allied time within the allowable credit given for this task while Office A can&#8217;t. &lt;/p&gt;

&lt;p&gt;&lt;span style=&quot;color:blue;&quot;&gt;In my scenario with regards to the time factors/ credit given on a daily bases for each office, then office B would earn the allowable time to perform this task on a Monday and still be in line with its CSAW earn time and used time, while office A would not.&lt;/span&gt; &lt;/p&gt;

&lt;p&gt;In conclusion this means, office A because of its heavy mail volume will always be in the &lt;span style=&quot;color:red;&quot;&gt;“RED”. &lt;/span&gt;Meaning the only way out of the &lt;span style=&quot;color:red;&quot;&gt;“RED”&lt;/span&gt; is to use fewer hours or delay doing this vital function until a day appears light during the week; perhaps when your windows is not busy and then you can use multiple clerks to perform this task?&amp;nbsp; &lt;/p&gt;

      <description>&lt;p&gt;I could not find the topic subject the mail flow control employees was discussed so I will start another one.&lt;/p&gt;

&lt;p&gt;The MFC controller position was used before the BMCs came about. They were like our transportation specialist of today. They made sure all mail, both incoming and outgoing, was handled in a timely manner. They also monitored the outbound areas and the dispatch areas to see if extras were needed or just detours. A supervisor had to much area to supervise so they could not leave their area so the MFC made sure mail got out on time and that deliver times were met.&lt;/p&gt;

&lt;p&gt;After the BMC came into the system they did the same job, but inside the control room. They worked with the transportation office and supervisors to make sure all mail got out. The Postal Service is saying that this job use to be a craft job because there also was a maintenance mail flow control clerk that relayed MFC requests for maintnance calls. No way this side of h*ll could that maintenance clerk do the job of a MFC. The MFC has to ensure all schemes are called on time, that all belts are working and mail flow is keeping all employees busy, but also they have to work with transportation on the need for extras and detours based on what they see in mail flow and what is on the overhead belts.&lt;/p&gt;

&lt;p&gt;If they give this job to craft I do not see how the system will work.&lt;/p&gt;</description>

      <description>&lt;p&gt;After reading Louis message about upcoming talks about 2014 PFP (assuming Congress actually does something) It brought back terrible memories of have our office getting shafted for many years because our PM set the bar so high. Seldom did we ever achieve our &#8220;LOCAL GOALS&#8221; and therefore we received very little raises, while the majority of our peers in other offices were enjoying 5&#45;8 % rises. Louis, if you happen to read this post&#45;PLEASE ensure there are systems put in place so if &#8220;Local Goals&#8221; are part of the program, it is administered fairly. Too many abuses, such as our PM dictating  our goals, instead of negotiated. Again the reality of the former PFP program was contingent on too much on the discretion of the PM (if he/she was an idiot like our was) control. Our complaining about this did no good, people were fearful of him and the District/Area level never questioned him either. In fact they were probably happy to see we were getting zero to 1 or in good years 2% raises, making their bottom line look better.&lt;/p&gt;</description>
