&lt;p&gt;Below is the FY2013 NPA summary of changes:&lt;/p&gt;

&lt;p&gt;Enroute Origin/Destinating Scanning&lt;/p&gt;

&lt;p&gt;Indicator will measure the scan performance of Express Mail, Priority Mail, and First Class Parcels that have Delivery Confirmation or Signature Confirmation Services.&amp;nbsp; &lt;/p&gt;

&lt;p&gt;Percent FSS&lt;/p&gt;

&lt;p&gt;Indicator measures Percent FSS sequenced pieces at 47 plants.&lt;/p&gt;

&lt;p&gt;International EXFC Composite&lt;/p&gt;

&lt;p&gt;Indicator combines three existing indicators, International EXFC 2&#45;day, International EXFC 3&#45;5 Day, and International EXFC Overnight.&amp;nbsp; &lt;/p&gt;

&lt;p&gt;Indicator measures International Priority Mail performance and International Priority Mail scanning.&amp;nbsp; &lt;/p&gt;

&lt;p&gt;USPS Labor Relations has provided us with the below answers to some questions and updates to unanswered questions that were posed to Megan Brennan during our recent board meeting. Please distribute to your membership. &lt;/p&gt;

&lt;p&gt;We wanted to let you know regarding progress toward getting answers to a few open questions the Executive Board had for Megan last week.&lt;/p&gt;

&lt;p&gt;Mr. Trayer asked her what the Postal Service is doing to encourage other agencies to use us for their mailing/shipping needs.&amp;nbsp; We have contacted Marketing and await a response from that group.&amp;nbsp; We will let you know when it comes in so you can share the information.&lt;/p&gt;

&lt;p&gt;There was another question about a slide that said it takes 3$ in revenue from Standard Mail to make up for $1 of First Class Mail letter revenue lost.&amp;nbsp; This is not a new message, but the latest expression is certainly confusing.&amp;nbsp; The issue is about revenue contribution after cost.&amp;nbsp; It takes three dollars in revenue from Standard Mail to give us the same revenue contribution we get from one dollar in First Class Mail letter revenue.&lt;/p&gt;

&lt;p&gt;So, whatever amount of money we make out of a dollar of FCM letter mail revenue takes three dollars in Standard Mail revenue for us to make the same money after costs.&lt;/p&gt;

&lt;p&gt;We are also working on getting data concerning the amount of additional hours paid to supervisors (the numbers of “T&#45;time” hours).&amp;nbsp; Since no period was specified, we have requested the hours for FY2012 and FYTD2013.&amp;nbsp; This was related to the concern the EB expressed to Megan about supervisors being required to work additional hours without receiving the pay outlined in ELM 434.144.&amp;nbsp; When that information comes in, we will send it to you.&lt;/p&gt;
