Board Memo 039-18 – EAS Salary Schedule Change Effective January 5, 2019
NAPS Headquarters received the attached USPS December 19, 2018 correspondence notifying NAPS of the USPS’ intention to increase the EAS salary schedule effective January 5, 2019. While NAPS does not object to the increase in minimum and maximum salaries, we notified the Postal Service that NAPS’ agreement to this change does not waive any of the claims that we put forth in the factfinding proceeding regarding the Postal Service’s FY2016-2019 EAS pay decision.

Board Memo 038-18 – FY2019 NPA Indicators
NAPS Headquarters received the attached correspondence from the Postal Service on December 17, 2018 regarding FY2019 NPA Unit-Indicators. NAPS Headquarters, along with our NAPS PFP Advisory Committee, is reviewing this proposal per our consultative rights pursuant to Title 39 § 1004(d) in order to provide a response to the Postal Service.

Board Memo 037-18 – Update on the SDA Retroactive Pay
Please find attached a NAPS Newbreak further explaining the SDA retroactive pay and how it affects the approximately 5,200 that received it, as well as the approximately 500 retired EAS employees who are scheduled to receive it in the near future.

Board Memo 036-18 – Retroactive SDA for 5,700 EAS
NAPS received an email confirmation from USPS HQ in regards to the SDA Retroactive Payment to an estimated 5,700 employees which NAPS brought to the USPS’ attention in April 2017. (Attached) NAPS has been informed that this SDA retroactive payment was processed on November 24, 2018 and will be paid to active employees in this week’s paycheck on December 7.
Almost 5,200 employees will receive this payment. Unfortunately, the payment to the less than 500 employees that have since retired has not been finalized. NAPS will be updated on the payment to those respective retirees once known.
In conversation with USPS HQ, NAPS had requested either the retroactive SDA be rolled into those respective EAS’s base salary or EAS receive a lump-sum payment that would be higher than the retroactive SDA to compensate those impacted EAS for the SDA delay. USPS elected to provide the respective SDA in a lump sum payment. Therefore, the 5,700 employees assigned to one of the three position groups will receive a retroactive SDA lump sum payment as follows:

Board Memo 035-18 – President’s Task Force on the US Postal System
On December 4, 2018, the U.S. Treasury Department released the attached report for the President’s Task Force on the United States Postal System. The 69-page document lists 25 administrative and legislative recommendations that would impact the Postal Service’s “universal service obligation,” the postal business model, postal operations, postal oversight, and employee benefits. NAPS is currently reviewing the Task Force Report.

Board Memo 033-18 -- Mary Burkhard, President NAPS Branch 244
It is unfortunate that NAPS Headquarters informs you that Mary Burkhard, long-time NAPS member, advocate, and President of NAPS Branch 244, passed away unexpectedly on Wednesday, November 14. No words can express the sadness NAPS and our members are experiencing with Mary’s passing.
Mary was a true NAPS advocate, giving of her time and talents for so many years to help NAPS members 24/7. Our thoughts and prayers go out to Mary’s family, friends, and the members of NAPS Branch 244 during this difficult time.

Board Memo 030-18 -- Board Mail Procedure Reevaluation
NAPS Headquarters is reevaluating our procedures for sending out Board Mail to ensure you receive information in a timely manner and can distribute to your membership as you see fit. First, we will be posting the Board Mail received daily to the Bulletin Board on NAPS’ website. In addition, we will begin sending out mail received Monday, Tuesday, and Wednesday on Thursday and mail received Thursday, Friday, and Saturday on Monday. This means you will be receiving an email with three days’ worth of mail twice a week instead of six days’ worth once a week. We hope this change will facilitate greater communication between you and your membership on important topics.

NAPS has hired Bob Levi as the new NAPS Director of Legislative & Political Affairs effective October 20th. Bob Levi has nearly four decades of experience on postal matters, including experience as a Capitol Hill staffer and a legislative representative and lobbyist.

On July 6, 2018, the National Association of Postal Supervisors initiated the factfinding process and filed under the auspices of the Federal Mediation and Conciliation Service (FMCS). The factfinding hearing is scheduled for December 10 and 11, 2018.

Board Memo 018-18 USPS Offers Revised EAS Pay Package
On July 20, 2018, the National Association of Postal Supervisors (NAPS) received the attached revised EAS field final pay package offer from the US Postal Service. While NAPS reviews the revised USPS pay offer, NAPS will continue its action to file for factfinding, under the auspices of the Federal Mediation and Conciliation Service (FMCS).
Board Memo 017-18 Criteria for Maintenance Managers
On July 20, 2018, the National Association of Postal Supervisors (NAPS) received USPS correspondence (attached) from Simon Storey, Vice President of Employee Resource Management, announcing a review of current staffing criteria for Maintenance Managers. The correspondence further explains that effectively immediately, levels of maintenance mangers will not be reclassified based on eWHEP changes until a review of the current criteria is evaluated.
